We present the optical and X-ray properties of a sample of nearby low-luminosity AGN from the Sloan Digital Sky Survey (SDSS) and the ROSAT All-Sky Survey (RASS). Previous studies have identified correlations between X-ray and optical emission for bright AGN. Constraining these relationships for low-luminosity, low redshift galaxies requires data from a large number of sources, which is difficult using modern pencil-beam surveys. We describe a general method for matching sources between high and low resolution surveys that relies only on the positional accuracy of each individual source measurement. We apply this method to the RASS soft X-ray catalog and the SDSS main galaxy sample to quantify the RASS detection rate for galaxies with different spectroscopic classifications. We examine the optical emission-line and X-ray luminosity relation for these galaxies and compare it with previous studies that used higher resolution data. We observe no correlation between soft X-ray emission and black hole mass in this sample. We also use our matching method to quantify the RASS detection fraction for galaxies in other catalogs and thus constrain the fraction of very nearby non-AGN with significant X-ray flux.
