This paper is the first of a series dealing in detail with the preparation of the Hipparcos Input Catalogue. Preliminary lists have been established from the nearly 800000 proposed stars, following the recommendations given by the ESA Selection Committee. The resulting Input Catalogue will include two main parts: a "survey" of about 60000 stars complete up to a limiting magnitude varying with galactic latitude, and 40000 fainter stars selected from the proposed stars.
