On the foundation of high-resolution image reconstruction technology, we bring forward a new way to test the imaging quality of the ground-based aperture optical telescopes. After eliminating the effects of atmosphere turbulence, we can get the full width at half maximum (FWHM) and the encircled energy (EE). In this article, firstly we explain the basic principle, then we present the steps and results for our experiment, finally give a comparative result with other testing methods. In this new testing, a point source is used as the testing source. A number of short-exposure images of the observed star is our working data which include the diffraction-limited information of the telescopes, then the reconstruction of the telescope Point Spread Function (PSF) can be realized. In the second section, the important effects of the atmosphere seeing and the principle of spectra-ratio method for measuring seeing are explained. In the third section, we analyze the relationship among the OTF of the three systems, i.e. the atmosphere-telescope system, the atmosphere system and the telescope system. In fourth section, we show the theory of our new testing way which based on the averaged short-exposure transfer function. Finally the presented contents are our experiment using the method for testing the 1 m telescope of Yunnan Observatory and a comparative result with a traditional way. It is shown that the two ways have the similar accuracy.
