Infrared fine-structure lines (such as the emission line of Ne II at 12.8 microns that can be observed through the 10-micron atmospheric window) from visually obscured IR sources can provide unique information of the dynamics of such sources. Ground-based telescopes of high flux collecting power can be used in conjunction with high-resolution spectrometers to study the line of Ne II. The Fabry-Perot spectrometer described in the present paper was developed for this purpose. The design logic is discussed, along with the cryogenic optics and beam switching system.
