Recent Fermi observations of GRBs have suggested that the Lorentz factor of some Gamma-Ray Bursts (GRBs) is higher than one thousand. We propose a possible mechanism to create a high Lorentz factor (HLF) fireball up to Γ~103-106 by considering the relativistic baryon component entrained into the GRB jet from the surrounding matter, and discuss its observational signatures within the (hot) photosphere-internal-external shock model [1]. Our model naturally reproduces the spectral peak (Yonetoku) relation, the extra GeV-TeV component, the GeV onset delay, and the nonthermal appearance of the photospheric Band component. In particular, a simple internal shock synchrotron model can explain the extra power-law spectral component with variability, which extends up to the TeV range for the future Cherenkov Telescope Array (CTA). We also predict the anti-correlation of ~TeV neutrinos and GeV γ-rays, which may be detectable by IceCube.
