The Cosmos-348 satellite measured small-scale inhomogeneities in the auroral nighttime upper ionosphere at heights of 650 km. These inhomogeneities are shown to be related to the precipitation of soft electrons which excites an ionospheric current instability. The role of ionospheric heating and ionization by precipitating particles is taken into account along with the effect of nonuniform electric fields.-
