It is argued that existing experimental data concerning high-energy neutrons and gamma quanta in solar flares can be interpreted using the model of Kocharov and Mandzhavidze (1983). It is shown that the energy spectrum and angular distribution of flare-accelerated particles in a wide energy range can be established by measuring the energy spectrum and flux of neutrons and gamma quanta.
