An analysis is made of Cosmos-900 Cerenkov-counter data on fluxes of outer-radiation-belt electrons with energies of 15-30 MeV for the period March 30, 1977 to October 10, 1979. The dependence of the electron delay time on the maximum Dst amplitude is analyzed. It is shown that the generation of high-energy electrons in the outer belt is evidently delayed by several days as compared with the generation of electrons of lower energies.
