In the period since the Yakutsk data were published by Diminshtein et al. (1982) and Krasil'nikov et al. (1982), the experimental situation has become clouded. The Haverah Park data (Linsley, 1980; Linsley and Watson, 1983) indicate that the steepening of the spectrum, if present at all, is only slight. The results obtained with the Yakutsk array, however, emphatically point to an abrupt steepening. It is pointed out, however, that a steepening of the spectrum is not necessarily attributable to a cutoff by the blackbody background. Attention is given here to the question whether either of the results is consistent with a blackbody cutoff and with the measured anisotropy. It is found that the Yakutsk data, reduced by either of the methods proposed by Diminshtein et al. and Krasil'nikov et al., can be fit nicely by theoretical spectra with a blackbody cutoff. What is more, the anisotropy measurements can also be explained by these models if certain additional assumptions are made. The consensus that a blackbody cutoff in the spectrum is absent has to be modified.
