It is demonstrated that the application of thrust at harmonic orbital possitions is a means for obtaining orbital changes at significant fuel savings. The nutational and processional components are retained. A strong coupling is shown to exist among the orbital frequency, the advancement of the line of nodes and the orbital inclination. The moments and products of inertia are calculted to obtain a complete set of equations of motion for the total time history of an orbit. Applying appropriate torques at the harmonic nodes destabilizes the orbit, producing a new orbital evolution. The low thrust contribution to induce resonant forcing is repeated at selected locations until the desired orbital evolution is achieved. Sample satellite orbital changes are solved as examples, including Halley's comet orbit changes at periapsis.
