Observations of Circinus X-1 obtained by the Imperial College hard X-ray scintillation telescope experiment are considered together with data from the rotation modulation collimator aboard the satellite Ariel V to provide an overall view of the spectral behavior of this source during the outburst of Feb. 25, 1976. The power law given by Baity et al. (1975) fits the data for the period before the outburst. It is suggested that the large scale low energy X-ray outbursts of the 'supervariable' Cir X-1 may be interpreted as the results of periodic removal of a dense screening gas to expose a relatively stable source with a power law spectrum.
