The E895 experiment at Brookhaven National Laboratory is the study of dense nuclear matter using nuclear collisions to generate hot dense fireball of hadrons. Gold nuclei are collided in a fixed target experiment with beam energies of 2,4,6,8 AGeV. The unique natured these accelerator experiments is that we have the opportunity to study the collisions in an environment where starting conditions are controlled. The hope is that these experiments will further our understanding of the nuclear forces that are currently well described by Quantum Chromodynamics (QCD). This knowledge could then be applied to understanding astrophysical objects such as neutron stars, supernova, and even the origin of the universe itself (the big bang). This dissertation describes one aspect of the nuclear collisions, namely the radial flow. This is the collective motion of the fireball transverse to the beam direction. The EOS TPC is used to measure the mid- rapidity spectra for protons, pions and helions. These spectra are then fit to a simple thermal model to extract the temperature and expansion velocity of the system at last hard scattering, also know as freeze-out. It is found that the temperature is consistent with a leveling off or saturation in the energy range of this experiment, especially when compared with other experiments at different energies.
