In addition to earth orbiting satellite missions, cargo supply to the International Space Station/Japanese Experiment Module (ISS/JEM), lunar and planetary probes, technology verifications for the H-II Orbiting Plane (HOPE), and other missions are under study for early in the new century. The National Space Development Agency of Japan (NASDA) is developing the H-IIA rocket to meet these diversifying missions and to conduct them efficiently and economically. This paper presents the purposes, concept, and philosophy of system planning of the H-IIA rocket, the combinations of the H-IIA and a transfer vehicle to the ISS/JEM and an experimental winged re-entry vehicle, HOPE-X.
