The ground segment approach considered for the Spanish program of small satellites (MINISAT), aimed at the development of a general purpose platform to cover a wide range of missions from digital communications to astronomy and Earth observation, is addressed. Mission scenario and general requirements on the ground segment are specified. Architecture of the ground station, the Earth station structure, and control center design are discussed. The payload control center is described in detail.
