We propose a SIRTF Legacy Project, the Great Observatories Origins Deep Survey, to study galaxy formation and evolution over a wide range of redshift and cosmic lookback time. The survey will determine the galaxies' mass assembly history, stellar populations, and energetic output from star formation (SF) and AGN.
