A summary of the proposal for a joint German British interferometric gravitational wave detector is presented. An optical delay line and a Fabry-Perot arrangement are employed to increase the optical path length in the two arms of the interferometer. A 10 m prototype Fabry-Perot detector is summarized. The project is expected to make significant contributions to scientific knowledge in providing test of gravitational wave polarization, wave propagation speed, and tests of strong field gravity. Astrophysics will benefit from additional data on the early Universe, cosmological mass distribution, Hubbles constant, compact object, statistics, equations of State for neutron stars, and the morphology of supernova cores.
