We develop an inequality which must hold throughout the history of a wide class of spherical boundary surfaces when the interior is restricted by (i) the weak energy condition, (ii) the absence of "shell crossing" singularities, and (iii) the absence of a heat flux. When applied to a Reissner-Nordström exterior (with or without the cosmological constant), this inequality shows that collapse to the Reissner-Nordström singularity is impossible for a wide class of boundary-surface histories.
