The use of the cosecant law E(B-V) = a(B-V)/csc b/ to estimate globular cluster color excesses is demonstrated. The coefficient a(B-V), representing the color excess E(B-V) extrapolated to the pole, is evaluated by three different methods: from the relation between /csc b/ and the color excess of individual globular clusters, from the relation between cluster color and chemical composition, and by considering the position of globular clusters in the two-color (U-B, B-V) diagram. Application of the results shows that there is no evidence of huge Galactic polar caps free from extinction, and that the mean ratio of the H I column density to E(B-V) is 5.0 x 10 to the 21st atoms/sq cm/mag.
