Results are presented of the Ginga X-ray observations of a U Gem-type dwarf nova, SS Cygni, which were made at the time when there were no outbursts. The X-ray luminosity of SS Cygni was estimated to be 1.5 x 10 exp 32 erg/s in the 1-37 keV band. The observed energy spectrum is well reproduced by a thermal bremsstrahlung spectrum including an iron emission line. However, the line center energy of SS Cygni, 6.68 +/- 0.12 keV, is inconsistent with the plasma temperature of about 17.7 keV. Possible explanations for this inconsistency are examined, and a two-temperature model for the hot plasma is proposed.
