Attention is drawn to the possibility of transition of an expanding
plasma cloud into the state with extremely high Coulomb's coupling.
Conditions for such transition are studied, and properties of the
resulting strongly-coupled plasma(particularly, the effective
concentration of free-charge carriers)are briefly outlined.
