A mechanism is proposed for generation of the meridional electric field in a boundary layer (about 1000 km thick at the equator) near the plasmapause during a sharp increase in magnetospheric convection. The field, directed toward the pole, is generated by the azimuthal component of the eastward convection field via Hall-current polarization in the layer. This field can be the source of a 'polarization jet'.
