A hydrodynamic description of gauge-invariant scalar cosmological perturbations about a flat Friedmann universe is presented for two perfect fluids which are not in thermal equilibrium but coupled to each other only gravitationally. All gauge-invariant quantities of the theory have their obvious physical meanings on 'comoving' hypersurfaces, i.e., on hypersurfaces orthogonal to the matter worldlines. The mutual coupling of the cosmological modes is studied explicitly for the case that one fluid is nonrelativistic, possibly modeling some kind of dark matter, while the other fluid is either relativistic or nonrelativistic.
