Mergers of supermassive black hole binaries may be accelerated on sub-parsec scales by angular momentum loss to surrounding gas. I will review our theoretical understanding of this process, and discuss how observations of electromagnetic precursors or afterglows to gravitational wave events can be used to determine what causes black hole binaries to merge. The potential for productive joint observations with LISA and future X-ray missions will be highlighted.
