The galactochemical model described in the preceding paper is extended to include deuterium chemistry. The results account satisfactorily for a variety of observations of enhanced abundances of some deuterium-containing molecules and ions and provide additional support for a galactic D/H ratio of 0.7 - 1.5×10-5. On the assumption that the Milky Way is a chemically typical galaxy, the cosmological implication is that the Universe is 'open'.
