The spiral structure of the Galaxy is analyzed using the Cigale instrument, which consists of a scanning Perot-Fabry interferometer and a two-dimensional photon counting system. The instrument was utilized to detect galactic H-alpha emission for the H II region G 317.0 + 0.3 and foreground nebula emission. A correlation between the Cigale observation and spiral tracers between longitude (l) 312-324 deg is detected. The radial velocity for G 317.0 + 0.3 is calculated as -51 km/sec and for the foreground emission at l equals 317 deg as -4 km/sec. It is concluded that the diffuse H-alpha emission at l equals 317 deg is part of an inhomogeneous, diffuse H II region lying at 1 kpc in the nearest part of Sagittarius-Carina arm; the radio source G 317.0 + 0.3 is an H II region that is part of a large complex with radial velocities of -50 km/sec and is located in the Scutum-Crux arm at 4 kpc; and the G 316.8 - 0.0 is located in the same arm and has radial velocities of about -40 km/sec.
