We present new Galactic substructure results from SEGUE spectroscopy of A and F stars in the Galactic spheroid and the Monoceros stream in the Galactic plane. We present evidence that there is significant substructure in the velocities of the spheroid stars in every direction that we probe, and that many more observations of stars are required to determine the number and sizes of its constituent components. We suggest that the Chinese LAMOST project, which will begin observations with a 4m telescope with a 4000 fiber spectrograph in 2009, is well suited to taking our analysis of Galactic substructure to the next level. We present an outline of the LAMOST project and a proposed 3-year key program to study Galactic stars. This project is funded in part by the National Science Foundation, AST 06-07618.
