Much remains to be learned about star formation and molecular cloud evolution. Imminent, large-scale submillimeter surveys will provide a census of star formation in the Milky Way to address problems ranging from understanding the details of the cloud core formation process, to the overall distribution of star formation on the largest scales. Key Project observational programs are planned with the Herschel Space Observatory to map the Galactic Plane and Gould Belt clouds at wavelengths from 70 microns to 520 microns. Large-scale, legacy-type surveys will be undertaken with LABOCA on the IRAM 30-m telescope, SCUBA-2 on the JCMT, APEX, the LMT, and ultimately the Cornell-Caltech Atacama Telescope. Collectively, these surveys will have spectral coverage from 250 microns to 2 mm and angular resolutions ranging from half an arcminute down to a few arcseconds. Comprehensive spectral line observation programs, observations with ALMA, and comparisons to Galactic surveys in other wavebands will be required to interpret these vast data sets.
