The objectives, approach, and status of the European manned space effort are examined emphazing the transition from the Man Tended Free Flyer (MTFF) to the European Manned Space Infrastructure (EMSI). The main elements of the in-orbit infrastructure include the Ariane V, the Attached Pressurized Module, and the Hermes manned transport vehicle, all of which are under development. EMSI long-term goals are set forth including infrastructure definition, element configuration, and operations requirements for manned missions. Missions are discussed for permanent LEO facilities, lunar exploitation, and Martian exploration. A plan for strategic implementation is set forth which emphasize the near-term use of existing technologies and development of long-term goals. The MTFF is considered the core element of the developing EMSI as well as a critical step in demonstrating the space station technologies.
