The paper investigates thermal instability in collapsing clouds with initial masses between 100 million and one billion solar masses and initial temperatures of about 10,000 K. It is shown that thermal instability arises at temperatures less than 4000 K, when the cooling rate on heavy elements becomes comparable to the cooling rate of the main source, molecular hydrogen. The properties of star forming regions in various types of galaxies are discussed.
