The formation of spectral disturbances of Cosmic Background Radiation (CBR) by hydrogen recombination at redshift z=1500 is considered. Special attention is paid here to the decimeter and meter wavelength bands. The most distinctive properties of spectral disturbances are an increase in amplitude with wavelength, followed by a decrease intensity of CBR and an increasing asymmetry of the contours of separate lines. It is shown, that it might be possible from their observations to determine the average density of barion and the average total density of matter in the Universe with great accuracy.
