The fluctuations of the relic background radiation caused by stationary structure of the Universe as galaxies and clusters of galaxies are considered. It is shown, that the amplitude of fluctuations is equal to the product of Hubble's parameter by the gravitational time-delay. The effect may be observed on the clusters of galaxies having large redshifts.
