Prognoz-8 measurements were carried out in 1981 above the plasma sheet boundary in high-latitude regions of the magnetotail, and high-temperature plasma bursts were detected whose characteristics resemble those of hot plasma in the tail plasma sheet. A model is developed which explains this phenomenon as the result of Kelvin-Helmholtz hydrodynamic instability excited by intense plasma streams flowing toward the earth along the boundary region of the plasma sheet. Hot plasma clouds observed in the experiment may be plasma bunches torn out of the plasma sheet at the nonlinear stage of the instability.
