A solar-nebula-type theory is briefly outlined which involves the formation of two adjacent and inclined rings consisting of gas and solid matter. A few simple applications of this theory are discussed. It is suggested that Mars has a longer spin period than Uranus or Neptune because the gas in one ring diffused off before it could transfer angular momentum to Mars and that friction in one gas ring may have been responsible for the capture of the Martian satellites. The formation of the moon is explained in terms of the capture of moonlets and the accretion of a protomoon.
