In the framework of Newtonian theory, a rigorous proof is presented for the assertion of Zel'dovich (1970) that two-dimensional structures with infinite bulk density and finite surface density ('pancakes') will necessarily arise in a medium with negligible pressure and no rotational motion. The proof is given in a form which stresses the nonrelativistic nature of this phenomenon. It is noted that the conditions leading to the formation of 'pancakes' were created in the hot expanding universe prior to hydrogen recombination and that such 'pancakes' were protoclusters of galaxies.
