It is shown that low-frequency turbulence, due to the modified
two-stream instability excited in the front of a collisionless shock,
can accelerate electrons to very large energies in the shock wake. This
mechanism can produce nonthermal tails of the sort required to explain
type II solar bursts, contrary to previous conclusions.
