The present analysis of available experimental data indicates that the observed increase in intensity of electrons with energies of a few MeV in the outer radiation belt is associated with disturbances produced by a sequence of several storms or substorms during a period of time that is short in comparison with the lifetime of electrons of such energies. This conclusion is particularly well supported by an event observed in August 1972.
