A fundamental phenomenon in turbulence is the emergence of spatially and temporally coherent structures from turbulent background flows. Examples include the 11 year torsional oscillation that emerges from the turbulent convection of the sun, the banded winds of Jupiter that emerge from the convection supported by the internal heat source of the planet, and the approximate 13 month switch in the direction of the winds in the earth's equatorial stratosphere that is forced by incoherent waves emanating from the troposphere. Each of these examples is recognized to be associated with an interaction between a coherent velocity structure and the turbulence that forces it. A comprehensive theory for all such dynamical systems is described based on recent advances in stochastic turbulence theory that allow statistical distributions of Reynolds stresses and other second moment quantities to be obtained as a function of jet structure.
