A model is proposed in which the inertial and gravitational forces of Newtonian mechanics (with small Machian corrections) are derived from the concept of masses in relative motion, with inertia being due to the relative motion of masses and gravity to additional relative motion generated by internal (quantum) motion. The essential concept is demonstrated in a highly idealized model of forceless dynamics. It is shown that if a velocity occurring in the model is identified with the velocity of light, the correct order of magnitude of the gravitational constant is predicted.
