Scientific paper

Cosmos-900 Cerenkov-detector measurements of flux variations of electrons with energies greater than 15 MeV and protons with energies greater than 400 MeV at a height of about 500 km are analyzed. The satellite measurements are compared with analogous ballon measurements carried out in the midlatitude stratopshere, and it is concluded that that the explanation of the observed stratospheric variations as due to the precipitation of high-energy particles from the inner radiation belt is implausible.
