Fluxes of electrons with energies above 20 keV but below 1 MeV were measured at altitudes below 30 km in the atmosphere using balloon radiosondes over Rylsk, USSR in August 1976. The energy of secondary particles (electrons) with an energy of 20-40 keV at heights of 20-30 km was determined to be 5 x 10 to the 9th eV/sq cm s, which exceeds by more than a factor of 2 the energy of the galactic-cosmic-ray flux arriving at the boundary of the atmosphere.
