A description of fluctuations based on local thermodynamic concepts is presented and applied to a self-gravitating gas in the adiabatic approximation with reference to the correlation functions for the density and velocity. It is shown that the density fluctuations become large before the growth predicted by ordinary stability theory. When fluctuations are taken into account, i.e., dissipation and the collision term, Landau damping or its gravitational analog results. Applications of the method include the computation of fluctuations in isothermal or nearly isothermal stellar systems.
