The lunar theory and the problem of Jupiter's Galilean satellites are posed in Jacobi coordinates. For both problems a reference solution is constructed, consisting of a periodic orbit and associated Floquet modes. Although these solutions are obtained numerically, they introduce a full set of literal variables for perturbation work. In the jovian problem, difficulties with resonances are avoided, since perturbations are expanded in the Poincare exponents, not the keplerian frequencies. The modes for the inner three jovian satellites are discussed in detail.
