The formation mechanism of the radiation of powerful flaring-type cosmic H2O masers is investigated. It is shown that the simplest explanation for the behavior of some maser radiation characteristics (anisotropy, variability, polarization, and spectral properties) is found within the framework of the proposed model of a self-induced phase transition from the noncoherent regime of H2O maser radiation to the coherent one.
