Low's study of nonlinear force-free magnetic fields (1977) is used to explain the preflare low-lying magnetic loop phenomenon observed by Skylab. It is shown that higher magnetic loops evolve toward low-lying loops when the shear angle between the magnetic field line and the magnetic neutral line increases with time and the foot points of the magnetic field line move close to the neutral line. It is suggested that low-lying loops are responsible for the buildup of proton flares.
