We report on more than 1700 days of radio pulsar flux monitoring of a sample of 20 pulsars. Data were obtained on a nearly daily basis with an 85-ft telescope at the NRAO Green Bank site at an observing frequency of 610 MHz. Time series and structure functions have been analyzed for these observations. We will discuss the dependence of refractive modulation depth on scattering strength. This dependence can delineate between a Kolmogorov turbulence spectrum for the ISM inhomogeneities and other spectral models.
