A polynomial fitting method, Chebyshev approximation fitting is
introduced here to generate the broadcast ephemeris of navigation
satellites, which is suitable for small inclination and small
eccentricity orbits. High precision and convenience for users are proved
to be the outstanding characteristic of this method in this paper.
