According to the law of conservation of angular momentum, it is proved quantitatively, that planets and satellites are formed through the nebulous ring discussed in this paper. On this foundation, the author has gone further into the correspondent relation between the distributed distance of the nebulous ring and the masses of planets and satellites. So he obtains an apparent characteristic of the nebulous ring formation-fission in a graduated form.
