A primary science goal of the James Webb Space Telescope (JWST) is to characterize the development of galaxy populations during the epoch of initial galaxy formation. This requires the acquisition of large numbers of spectra of faint objects. In order to make this program practical within the lifetime of JWST, a multi-object spectrograph is required to allow simultaneous observation of many ( 100) galaxies. The Near Infrared Spectrometer (NIRSPEC), being developed by the European Space Agency (ESA) uses four 171 x 365 element programmable transmission masks, Microshutter Arrays, to provide the selection function. We are developing these microshutter arrays at GSFC, and have produced the first flight-like devices. We report on the optical performance of these devices and describe the ongoing thermal, mechanical, and electrical test program required to qualify them for flight.
