A large-aperture submillimetre spectroscopic mission for astrophysics was identified as one of four cornerstones in the ESA long-term plan for space science Horizon 2000 formulated in 1984. Because of its similarity with an earlier proposal, the Far Infra-Red and Submillimetre Space Telescope (FIRST), the "submillimetre cornerstone" is still referred to as FIRST. This report describes the current thoughts for this mission. The concept is still in a state of development and a system level study is being carried out with the aim to enhance the definition. The scientific discussion highlights some scientific issues that were felt to be representative for the type of research FIRST will be applied to and should not be viewed as a complete presentation of the scientific case for FIRST.
