This proposal reserves time in the SMS for the MOC to merge in the FGS
internal test source test. The test is to be scheduled as a "snapshot",
so that it does not interfere with prime science scheduling. It is to
be scheduled with 3 SUs every other week. The MOC will determine which
FGSs to actually test via their merge SMS.
